On-site Promotion Meeting for the City’s Major Q1 Projects Convened
On January 24, the city’s on-site promotion meeting for major Q1 projects was convened. Xiong Zhengyu, Deputy Secretary of the Wuhan Municipal Party Committee and Mayor of Wuhan, attended the meeting. He stressed the need to thoroughly implement the guiding principles of the Central Economic Work Conference and the important speeches delivered by Xi Jinping General Secretary during his inspection tour of Hubei, earnestly carry out the arrangements and requirements of the Provincial Party Committee, Provincial People’s Government and Municipal Party Committee, focus on the core task of accelerating the construction of a national central city, fully building the "Five Centers" and developing a modernized Wuhan, continuously foster a robust atmosphere of prioritizing major project development, and strive for a sound start to the 15th Five-Year Plan period.
Prior to the meeting, Xiong Zhengyu visited construction sites including Banqiao Depot of Metro Line 12, Phase II of the Advanced Packaging Pilot Platform of Hubei Yangtze Laboratory, and United Imaging’s Global Innovation & Intelligent Manufacturing Base for High-End Medical Equipment to inspect project progress on site. He urged strengthened overall coordination, scheduling and service support to address bottlenecks hindering construction, ensuring all projects can be completed, put into operation and deliver tangible benefits at an early date.
At the meeting, relevant municipal departments and districts reported the planning and advancement of major projects for the 15th Five-Year Plan and 2026, as well as projects scheduled to break ground in the first quarter.
Xiong Zhengyu pointed out that investment serves as a key engine for economic growth. Taking into account the overall development landscape of the 15th Five-Year Plan and the broader work of stabilizing growth, all departments must bolster their sense of responsibility and urgency, build consensus on prioritizing major projects, channel manpower, policy support, resources and targeted services toward project development, and underpin high-quality development through high-standard project construction.
Xiong Zhengyu emphasized that to advance project investment under the new development landscape, authorities must grasp the general development trend, abide by economic laws and resolve constraints on project construction. First, optimize project planning and investment attraction in line with the laws governing project incubation: closely follow policy guidance to plan a batch of strategic, leading and foundational mega-projects aligned with major regional strategies; respond to industrial demand by leveraging each district’s comparative strengths to boost investment promotion targeting tech enterprises, application scenarios, central SOEs and university alumni, scale up equity investment outreach, and introduce core industrial projects to build the "965" modern industrial system; target leading enterprises, tap existing industrial resources and attract investment along industrial and supply chains.
Second, follow the laws of project construction to strengthen factor guarantee. Deploy reform measures and market mechanisms to tackle bottlenecks in capital, land, workforce and administrative approval, refine pre-construction preparation work, and strive to include more key projects in national 15th Five-Year Plan and annual work plans.
Third, comply with the laws of project investment and financing, deepen the reform on the management of state-owned resources, assets and capital, innovate integrated fiscal-financial mechanisms, amplify the role of government investment guidance funds, and boldly explore new models for public-private partnerships.
Xiong Zhengyu required authorities to refine project advancement mechanisms to create a vigorous momentum for prioritizing major projects, consolidate project support for the development of the "Five Centers", strengthen overall coordination, supervision, inspection and performance assessment, and foster an atmosphere featuring accountability, solid work, and a drive to learn from benchmarks and catch up with advanced pacesetters.
Authorities must boost the four core spirits of cadres, take proactive and early actions to coordinate work on stabilizing growth, forestalling risks and improving people’s wellbeing, secure a strong start to the first quarter through solid work, and sustain steady full-year development via robust early-year progress.
Municipal leaders Chen Jinchao, Li Zhan and Zhang Fei, Zhao Lihong, Director of the Yangtze New Area Administrative Committee, and Yu Song, Director of the East Lake High-Tech Development Zone Administrative Committee, attended the meeting.
